He worked in public health with the First Nations People of Saskatchewan, where he designed and facilitated massive dental services delivery programs, and disease prevention programs on a regional scale. He has consulted on logistics for immunization and wellness programs and administered immunizations to children through his Rotary volunteer work. Jay taught advanced dental technology at the L.D. Pankey Institute of Advanced Dental Education in Key Biscayne, (Miami), Florida, where he also served on the Board of Trustees, and later assisted in reorganization of the Institute, and served thereafter on its newly formed Board of Directors.
